The framework
The rules that govern metal scrap imports.
A summary of the main Indian requirements that apply to importing aluminium and copper scrap.
Imports require an Importer-Exporter Code (IEC). Metal scrap imports must be accompanied by a pre-shipment inspection certificate from an inspection agency recognised by DGFT, and some forms of scrap may only be cleared through notified ports.
Govern the import of metal scrap as an 'other waste', including the documentation that must accompany each consignment and the obligations of the importer and actual user.
Classification under the customs tariff (Chapter 74 for copper and Chapter 76 for aluminium), assessment of duties, and radiation screening of scrap consignments at the port of entry.
Online registration of imports of specified non-ferrous metal items before they arrive in India.
Recycling and smelting facilities operate under consents issued under India's air and water pollution-control laws.
Integrated GST applies on import, and GST compliance applies to domestic sale of processed material.
In practice
How we put it into practice.
Compliance is built into how we contract, receive and verify material — not checked at the end.
